There are 37 Districts in Tainan City. These districts are divided into North Tainan and South Tainan, or those "north of the [Dzengwen] river" and those "south of the [Dzengwen] river." The districts of North Tainan are further grouped into the Xinying Area, the Beimen Area and the Dzengwen Area. 1. Hopefully there was an actual need for these shoes. I've attended school events in which charity organizations distributed things that nobody needed or wanted. Many of these organizations are based in Taipei, and often decide that kids in a certain area are "in need" without bothering to investigate what they might be in need of.
2. It should be free for everyone, all the time. The people operating that place don't seem to realize that the days of charging visitors to enter a recreational farm are long gone. It's old, it's out of the way, and it's not especially scenic.
