Bringing Back the 80s (In a Bad Way)


Are you old enough to remember the feeling?  Let's say early- to mid- 80s, before Reagan left office and after Carter bowed out.  It wasn't the 80s everyone thinks they remember, but rather a more troubled time, when the Cold War felt both very close and very real.

Many grow nostalgic for those "simpler" times.  Shows like Stranger Things capitalize on that sense of nostalgia.  But if you were alive back then, and if you were old enough to understand the evening news, you'll remember watching it and feeling afraid.  You'll remember things like Star Wars (not the movie) Soviet incursions into Afghanistan, and threatening words from the Kremlin.  You'll remember thinking that nuclear war was an immediate possibility.

If, like me, you're a fan of the Thrash Metal released around that time, you'll also remember a lot of nuclear-themed songs.  In the wake of New Wave of British Heavy Metal bands like Judas Priest and Iron Maiden, the 80s saw the development of two diametrically opposed styles of music, both very indicative of the era.  On the one hand there was Glam Metal, which in a sense represented 80s excess, and on the other hand there was Thrash, which eschewed the party aesthetic in favor of faster tempos, more distortion and social commentary.  That social commentary also had a Cold War component, with songs like "Fight Fire with Fire" and "Peace Sells" being two prominent examples.

The band name Megadeth, by the way, is an intentional misspelling of "megadeath," a term encompassing one million deaths, usually in relation to nuclear warfare.  Another famous thrash band, Nuclear Assault, formed shortly after Megadeth.

So yeah, the prospect of nuclear annihilation was on our minds at the time.  I can remember watching movies like The Day After, and wondering how close we were to the end of civilization as we knew it.  Would cooler heads prevail?  Or would someone in Washington D.C. or Moscow press the button?  None of us knew where things were headed, and it wasn't until the end of the decade, with the fall of the Berlin Wall, that this widespread fear was finally - or so we thought - put to rest.

Reading the headlines in 2022 triggers a similar anxiety.  In 2022 Russia's attempting to annex Ukraine, and is apparently willing to use nukes to speed up the process.  North Korea is firing missiles over Japan, and is probably selling weapons to Russia to use against Ukraine.  China, a relative newcomer to the game of nuclear brinksmanship, hasn't mentioned nukes yet, but they continue to threaten Taiwan, and they are part of North Korea's supply chain.  It all seems quite insane when you think about it, almost as if the Cold War never ended.

Has it ended?  I really don't know, but I do know that the world we live in seems increasingly divided between communist (or seemingly communist) and non-communist (or seemingly non-communist) states, with COVID-19 and climate change accelerating the process.  And while COVID and climate change don't excuse Russia, North Korea and China from their actions, they do put these actions into their proper context.  And yes, there are also other, historical and political reasons for what we read in the news, but I doubt matters would have advanced to this point in the absence of both pandemics and unpredictable weather.

The 80s Part 2: Electric Boogaloo.  Back then we would have talked about the ozone layer and AIDS alongside whatever the communists were doing, and there are probably other parallels I haven't thought of yet.  In 2022 there are probably also loud, controversial bands that speak to such concerns, but if they're out there I've haven't heard them yet.  I really hope they're out there.  Some kid like I was, back in the 80s, probably needs them.

As for where I'm at with all of this, I just hope that all of those in power can think about the next generation, and the kind of world this next generation is going to inherit.  Is this world going to be something dystopian, like Escape From New York or The Road Warrior?  Or is it going to be something more positive, like Back to the Future II or 2010?  All I know is that in 2022 I often find myself feeling a familiar sense of anxiety.  In the presence of that anxiety I begin to wonder if we've truly progressed beyond the frightening political alignments of forty years past.

Russia, communist or not, still wants to gobble up adjoining countries.  China seeks to exert a kind of ethnic authority over surrounding nations.  North Korea, not really a concern in the 80s, only replaces countries in the Middle East which would have filled that role.  No, North Korea doesn't have OPEC to manipulate, but their lack of reliance on international institutions is even more worrying.

In 1980 I was five years old, and by 1989 I was going from junior to senior high school.  There are certainly things I miss about that decade.  I miss the movies, I miss the comic books, I miss the toys, I miss the Thrash Metal.  But what I don't miss is that feeling of existential dread.  I can only hope that with the easing of the pandemic (outside of China at least) this sense of dread passes from the scene once more, to be forgotten alongside so many other unpleasant things.

I'm not the praying type, but I offer my best wishes for the health and prosperity of those living everywhere, all over the world.  Perhaps these disputes and acts of aggression will disappear once the world comes closer to the "normal" we all remember.  Perhaps one day we'll only be recalling these things through songs, and perhaps we'll be wondering why our parents and grandparents worried so much about them.

"What was the problem, really?" our grandchildren will say, "In the end it all turned out fine!"

Tainan in the News 台南的新聞 (North 北) 2


There are 37 Districts in Tainan City.  These districts are divided into North Tainan and South Tainan, or those "north of the [Dzengwen] river" and those "south of the [Dzengwen] river."  The districts of North Tainan are further grouped into the Xinying Area, the Beimen Area and the Dzengwen Area.  The districts of South Tainan are further grouped into the Fucheng Area, the Xinfeng Area and the Xinhua Area. 台南市分為37個區 , 這37個地區分成曾文溪北部的北台南跟曾文溪南部的南台南 。 北台南又分為新營地區 、北門地區跟曾文地區 ; 南台南又分為府城地區 、 新豐地區跟新化地區 。



1a. The Xinying Elderly Welfare Activity Center and the Xingye Village Activity Center have been opened.  Tainan City Mayor Huang Wei-zhe was on hand for the opening. 新營區老人文康活動中心及興業里活動中心落成啟用 ....

2a. The Tainan City Government disbursed a 65.7 million NT subsidy to the Yanshui District Office to improve roads as part of an infrastructure development project.  The Tainan City Mayor was on hand for this as well, and he also visited a local temple to pray for the success of the project. 鹽水區獲前瞻計畫核定補助6570萬元....

2b. The Yanshui District Office is promoting local tours of the area.  Yanshui has its share of history, and if you're the kind of person who finds old temples, homes and other buildings interesting you might give it a look.  鹽水區公所社造計畫推出小旅行體驗  厚植導覽能量力推觀光



3a. The Liouying District Office joined with local police departments, fire departments and public schools to conduct an earthquake safety drill.  As those living here undoubtedly know, such drills have been conducted nationwide following the recent earthquake in north Taitung and south Hualien counties. 柳營區公所結合警消學校辦理地震自衛消防編組演練  強化地震自救能力 (3)

5b. An association in Baihe held a cultural exchange activity.  It was hoped that the activity, which featured events such as an exotic clothing show and the sharing of ethnic foods, would help immigrants from countries such as Vietnam and Indonesia feel more at home.  With recent COVID-19 restrictions these immigrants have been unable to return to their home countries to visit friends and family there. 白河公所心蓮新新住民親子同樂會



6a. The Dongshan District Office recently held an activity in which students baked food to be delivered to elderly people living alone. 關懷獨居老人  東山區公所啟動重陽關懷食農送暖計畫

6b. October 1 was International Coffee Day.  An activity to mark the occasion and also to discuss how to develop the local market for coffee beans was held on the same date. 10/1國際咖啡日  台南東山產地認證交流 



7a. A shopping festival/open air market was held in Jiali last month as a way of stimulating the local economy.  Participants had the chance to win a scooter. 拚經濟 !  台南佳里購物節周六登場  最大獎機車帶回家

7b. In honor of Chongyang Festival, the Jiali District Office recently visited the homes of residents over 100 years old and awarded them gifts and money. 歡慶重陽節  佳里區公所結合議員慰訪百歲人瑞



8a. The Shuejia District Office has created several "player's villages" which will accommodate visiting participants in a local volleyball competition. 華宗盃開打  學甲公所設13處選手村 (4)

8b. The Shuejia Milkfish Festival was held in the area.  Shuejia and other parts of Tainan have a long history of fish farming. 學甲虱目魚節  市集又吃又有拿 (5)

10a. A 60 year old man was crushed by a bulldozer.  He was found at the scene by a friend, and no witnesses have been found.  It's likely that the bulldozer was parked on shifting gravel that gave way while the man was outside the vehicle. 台南離奇命案  6旬男疑遭推土機壓住下半身無法脫困死亡



11a.The Qigu District Office also helped several 100+ year old residents celebrate their birthdays. 七股公所祝賀8位百歲人瑞

11b. A private solar panel company has applied to place solar panels over a large body of water in Qigu, but local fish farmers and environmental activists are protesting the proposed development.  The fish farmers use the lake/canal for agricultural purposes, and environmental activists are unhappy with the underhanded way in which these solar panel developments are approved by local governments.  The Tainan City Government will come to a decision on the application within a week. 七股大潮溝種電藍綠怒轟  是否撤案市府一周內決定



12a. Many lined up at Xigang's Central Park to take part in a local market.  Locally produced goods were sold and coupons for use at the market were given away. 台南西港悠活去  中央公園熱鬧登場

13a. Many pomelo farmers in Madou are having difficulty finding a market for their crops after a Mainland Chinese ban on the import of such fruit from Taiwan.  The Madou District Farmer's Association recently bought back some of the pomelos grown in the area. 選戰最前線 / 台南文旦滯銷  選情像進冷凍庫 (6)

13b. Beishrli in Madou flooded recently.  The Tainan City Government has invested in an improved drainage project to address the situation. 麻豆北勢里易淹水  斥資830萬拓寬水路



14a. The Guantian Water Chestnut Festival will be held next weekend.  Everyone is invited to come and sample this year's water chestnut crop. 官田菱角進入盛產期  2022年官田菱角節即將登場

14b. Survey work in Guantian and other areas has been ongoing.  This survey work will redefine property boundaries and change the designation of some properties, and is a source of anxiety for many.  The Tainan City Mayor urged those responsible to complete the survey quickly, and residents were encouraged to apply for new land titles as they become available. 官田區地籍圖重測結果開始公告  鼓勵所有權人多利用假日下鄉換狀服務



15a. Students from Lioujia Elementary School took part in a temple festival honoring Nezha. 台南六甲太子爺文化季圓滿舉辦

16a. The Danei "Snowflake" Music Festival was held on October first.  The "snowflakes" in question are in fact plants along a local river. 大內雪花祭音樂會  10月1日登場

16b. You might have noticed a lot of people wearing colorful vests and handing out leaflets in your area.  Local elections are coming, and the competition for City Representative (lawmaker) in places like Danei is intense. 南市第三選區 "6搶3" 面臨老將回鍋  現在壓力大



17a. The Xiaying District Office recently hired two "long-term care workers" to assist with elderly care in Xiaying.  About a fifth of the district is over 65, and an aging population is a big challenge for the local government. 下營區公所長照替代役報到  發揮專長守護社區長者延緩失智

3. 近年地震災害不斷 or "in recent years disastrous earthquakes have been unceasing."  Honestly, who writes this stuff?  I get that it's Yahoo News, but that statement just isn't accurate.  Yes, we have earthquakes, but it's not like we're living in a disaster movie.

4. When I think about it, I should probably be spelling 學甲 as "Xuejia" for the sake of consistency, but I've been spelling it "Shuejia" for so long it feels weird to do otherwise.

5. This long history is sometimes to their detriment.  The use of fish ponds lowers the level of the surrounding land, leaving it very vulnerable to flooding.  Drive up the Western Coastal Expressway (#61) after a typhoon and you'll see what I mean.

6. Is this a sound economic policy?  Does it really pay off in the long term?  Does it force farmers to rethink what kind of crops they grow, and the potential markets for these crops?  I would have to know how often and under what circumstances this policy is implemented.  Seems like they do it a lot.

Playing Tour Guide 當導遊


One of the fun things about living in a remote part of Taiwan is playing tour guide.  I don't get to do it often, but when I do I really enjoy it. 對我而言, 居住在鄉下地區有趣的地方是偶爾充當導遊 ,  我滿享受那個過程的。

When I lived in Taichung I didn't live in a remote area.  During my four years there I lived within walking distance of Tunghai University.  Even back when what is now Taichung City was Taichung County, I was well within the city limits. 在台中的時候,我住的地方離市區不遠,  住在那裡的四年都在東海大學附近 。 當時住的地方屬於台中縣,現在已經成為台中市了,說起來算在市區內。

I never had any friends or family visit me during those four years, but after my first year I got to show a few new foreign teachers around the city.  I can remember showing people around Tiger City, the Sogo on Chungkang Road (now Taiwan Boulevard), some of my favorite bars, and the Metropolitan Park.  I enjoyed seeing these places through someone else's eyes. 那四年我的家人或朋友都沒來找過我, 可是工作了一年後,我就有機會帶新來的外師參觀認識那座城市了。  我帶他們去老虎城、中港路上的太平洋百貨 、我喜歡的酒吧和都會公園 , 經由他們的眼睛看這些地方是一件好玩的事情 。

I only lived in Hsinchu for a year, and I wasn't there long enough to show anyone around.  I recall taking the bus or train to places like Neiwan and Guanxi.  The rivers in the mountains were pretty, though there wasn't much along the coast. 我在新竹只住了一年的時間 ,沒機會當任何人的導遊 。  我記得我們那時候喜歡坐公車或是火車到內灣和關西那些地方 ,  山區裡的河川很美,可是海邊的景點不多 。

The 13 years I spent in Taitung, however, provided ample opportunities to play tour guide.  Taitung is a big tourist destination now, and over the course of my 13 years there I had the opportunity to watch it go from sleepy backwater to one of Taiwan's biggest attractions.  The Taitung County Government has put a lot of effort into bolstering tourism, and this quest for tourist dollars has been both bad and good for the area. 我在台東那13年的時間有很多機會扮演導遊 。  現在的台東很紅 , 我住在那裏的13年裡見證了台東從後山鄉下到現在成為重要的旅遊景點。   台東縣政府努力推廣觀光業 ,這對當地造成了好與壞的影響。


Many friends and family members visited us in Taitung.  We enjoyed taking them to places in the East Rift Valley or along the coast.  In 2006, when I first moved to Taitung, it was easy to drive around the area, but by 2019, the last year I lived there, weekend traffic forced us to be a lot more selective about where we took people. 我們的家人和朋友會到台東拜訪我們,  我們喜歡帶他們開車走花東縱谷或是東海岸線。我們2006年剛搬到台東時,開車在路上很悠閒, 到了2019年我們離開前, 觀光客變多了, 假日的交通擁擠, 我們帶客人去任何景點前都要考慮交通與人潮。

In 2020 I moved to Fangliao.  We didn't get many visitors in Fangliao, partly because we spent most weekends in Kaohsiung, Taitung, or somewhere else.  Towards the end of my time there some friends from Taitung stayed at the house we were renting near Shuidiliao.  I can remember seeing them in our living room and thinking: "It's weird that they're here." 2020年的時候我們搬家到枋寮 , 來枋寮找我們的客人不多 , 因為大部分的週末我們在高雄 、 台東或是其他地方 。 我們快要搬家前有幾個台東的朋友來玩,我們住的房子在水底寮附近,  我記得看著他們坐在我的客廳裡的感覺很奇怪 , 心想 : "哇!他們居然在這裡!"

Fangliao, by the way, was more of a challenge when it came to playing tour guide.  We took our guests to a Paiwan restaurant, the Fangliao Fishing Port, and up the Mountainside Highway.  I think our guests were a bit unimpressed by these places, but then again time was a factor and they were already tired from a recent trip to Kenting. 在枋寮當導遊是比較大的挑戰 ,  我們帶客人去一家排灣族餐廳 、枋寮漁港跟沿山公路。  他們好像不是很喜歡這些地方, 可能是時間比較趕 , 他們也已經在墾丁玩得很累才到的。

I now live in Hengchun, in the middle of Kenting National Park.  My brother and sister-in-law recently visited, but we didn't have many opportunities to take them around.  Of course I had ideas for where they could go, but they'd been here many times already.  A chance to play tour guide in this part of Taiwan will have to wait for another day. 我現在住在墾丁國家公園中的恆春 。我的小舅子跟我弟妹剛來過 , 可是我們可以帶他們去玩的時間很短 ,  我當然也建議了幾個景點 , 可是他們已經來過這個地區好幾次 了,所以我只能等之後有機會再扮演恆春導遊了。
