Pingtung in the News 屏東的新聞 (North 北) 9

There are 29 townships, 3 municipalities and one city in Pingtung County.  It's exhausting to include news from every township, municipality and Pingtung City every time, so what I'll do instead is include news items from eleven different townships or municipalities in each entry.  This way I should be able to work my way through Pingtung County every three entries. 屏東縣包含了29個鄉, 3個鎮還有屏東市.  每次討論所有鄉鎮的新聞太累了, 所以我會每次討論11個鄉鎮的報告.  這樣子我每三篇新聞文章就會涵蓋到全縣內鄉鎮的新聞.

1. Ligang Township 里港鄉

1a. A post office dating back to the Japanese Colonial Administration is in need of repair, and the Ministry of Culture has applied for a 30 million NT subsidy for this purpose.  Restoration work should begin soon. 活化歷史建築  里港郵便局將修復

1b. A briefing on good governance was held in Ligang.  It was sponsored by a DPP legislator, and was a largely partisan affair. Pingtung County Magistrate Zhou Chun-mi, also representing the DPP, was in attendance. 立委鍾佳濱在里港舉辦屏東縣首場和平保台溫暖好政說明會

1c. A man driving under the influence of amphetamines was arrested in Ligang.  He was issued a ticket amounting to 90,000 NT and his driver's license was suspended for a year.  He recently appealed his sentence and this appeal was rejected. 毒駕送觀察勒戒還挨罰9萬加扣照  提告一事不二罰遭駁

2. Gaoshu Township 高樹鄉

2a. Thunderstorms struck Gaoshu and other mountain areas recently.  A national weather alert was issued. 中南部5縣市大雷雨轟炸1小時  三地門山區暴雨 "國家級警報" (1)

3. Sandimen Township 三地門鄉

3a. A storytelling activity was held at the Sandimen Township Library. vuvu口述智慧  三地門圖書館辦說故事活動

3b. A Presbyterian church in Sandimen held a two-week training camp.  The purpose of this training camp was improving students' awareness of their own culture. 三地門原民人才培順營  學習 , 傳承群族文化

3c. The Masalut Harvest Festival was held in Sandimen and Majia townships last month.  Athletic competitions, art activities and traditional tribal dances were all part of the fun. 原住民Masalut收穫節  屏東縣原鄉部落好熱鬧

4. Wutai Township 霧台鄉

4a. The residents of Wutai's Shenshan Village have a long history of weaving/basketmaking.  This article, complete with pictures, introduces this and other aspects of their culture. 屏東霧台神山部落的編織文化 , 從日常 , 飲食到現代文創 , 已月桃記憶魯凱族人的一生

4b. Several strains of millet seed were sent from Japan to be (re)planted in Jilu Village in Wutai Township.  The millet seed was originally taken from the area by Japanese researchers, and it is thought that planting the seed strains in Wutai will strengthen the overall millet crop and make it more resistant to climate change-related factors. 睽違半世紀  屏東霧台鄉吉露部落小米從日本回到原鄉復育 (2)

4c. Five drowning deaths during a flood in Wutai were finally declared an accident.  The victims were engaged in a river tracing activity when heavy rains struck, flooding the river before they had time to climb to safety. 霧台溯溪突遇暴雨釀5死  偵結理由曝光

5. Jiouru Township 九如鄉

5a. An elderly man in Jiouru injured his arm, and due to the combination of this injury and other health issues he quickly found himself in the ICU.  The hospital assembled a team to care for him and he was nursed back to health. 男敗血症致命危克膜成功搶救

6. Yanpu Township 鹽埔鄉

6a. Former students of Yanpu Junior High School have formed a "Dream Dandelion" association, in which they return to the school to share life and work experiences with current students.  It is hoped that the association can help students better recognize future opportunities in their hometowns. 夢想蒲公英服務隊  每年帶領鹽埔國中學弟妹探索家鄉

6b. KMT presidential candidate Hou You-yi stopped by the Yanpu Farmer's Association, and during his visit there was a power outage.  Some in attendance commented "We want nuclear power!" during the outage. 侯友宜鹽埔座談會  跳電 ?

7. Pingtung City 屏東市

7a. A KMT legislator is criticizing the Pingtung County Government over parking lots built in Pingtung City.  This legislator has referred to DPP County Magistrate Zhou Chun-mi as a liar due to figures on usage supplied by the County Government.  The KMT legislator claims that the parking lots are operating at far below capacity, and thus represent a waste of public money.  The Pingtung County Government maintains that the parking lots were built in anticipation of future development in the area. 王鴻薇爆停車場沒人停  屏縣 : 請尊重屏東 (3)

7b. Police will be issuing tickets to vendors obstructing traffic near Jianguo Market.  Residents have been complaining about stalls encroaching on the roadway for some time. 屏東市建國市場明起取締侵入車道攤販 (4)

7c. The Pingtung County Government has fined several apartment complexes for failing to maintain sanitary conditions.  As in other cities and counties, the main concern is standing water in which mosquitoes breed.  Local governments throughout Taiwan are combatting the spread of dengue fever. 屏東4公寓推雜物  縣府清出40噸開罰 (5)

8. Chang Jr Township 長治鄉

8a. Work has begun on water supply pipes in and around Dexie Village.  This project should be completed next year. 長治鄉德協地區  自來水動工

9. Linluo Township 麟洛鄉

9a. The fire department was notified after a 4 year old became stuck inside a stool in a Linluo convenience store.  The back of the stool was removed with hydraulic scissors, and the child escaped without injury. 屏縣4歲男童受困超商鐵椅  消防急救援男童破涕為笑

10. Jhutian Township 竹田鄉

10a. The driver of a car and a man riding a motorcycle got into a dispute on the road, leading to the driver beating the motorcycle rider very badly.  Police took the motorcycle rider to the hospital and are investigating the incident.  It is likely that the man driving the car was doing so under the influence of alcohol, but he had already fled the scene before police arrived. 黃牌重機行車糾紛倒地  騎士控對方酒駕肇事打人再逃逸

11. Neipu Township 內埔鄉

11a. The Liudui Hakka Culture Park hosted a 10 and 6 km road run activity on September first.  Hakka Power 2023六堆客庄星光路跑

11b. Members of a squad and several officers stationed at Neipu's Marine Corps Training Center faced prosecution after forging documents and hiding a .45 caliber pistol not directly issued to them.  The case was concluded and a total of seven people were found guilty. 海陸新順掉槍  買假槍混充  起訴7官兵

Neipu Township, Pingtung County 屏東縣內埔鄉

1. That picture above the article synopsis isn't Gaoshu.  It's a stock photo.

2. I'm a little confused by this article.  It's not like the 3 Japanese researchers were able to take ALL of those strains of millet seed, right?  What happened to the millet seed they left behind?  The article makes it sound like Sun Yat-sen University is restoring some kind of cultural heritage to the area, but it seems to me that those strains of millet seed would have passed out of cultivation because they simply weren't as viable, a fact which has nothing to do with the Japanese researchers taking or sending samples back to Japan.

3. I'd side with the Pingtung County Government on this issue.  I drive up there fairly often, and one of the few things that city has going for it is the new parking lots.

4. Great.  Can we do this in Hengchun as well?

5. The residents of these apartment complexes were of course outraged.  Some of these buildings don't even have active housing committees to deal with that kind of problem.  "Not my fault!" they cry, but I have trouble feeling sorry for them.

6. Olive oil... in ice cream?  I'm going to pass.

Tainan in the News 台南的新聞 (North 北) 3

 There are 37 Districts in Tainan City.  These districts are divided into North Tainan and South Tainan, or those "north of the [Dzengwen] river" and those "south of the [Dzengwen] river."  The districts of North Tainan are further grouped into the Xinying Area, the Beimen Area and the Dzengwen Area.  The districts of South Tainan are further grouped into the Fucheng Area, the Xinfeng Area and the Xinhua Area. 台南市分為37個區 ， 這37個地區分成曾文溪北部的北台南跟曾文溪南部的南台南 。 北台南又分為新營地區 、北門地區跟曾文地區 ； 南台南又分為府城地區 、 新豐地區跟新化地區 。

1. 新營區 Xinying District

1a. Land in Xinying and Liouying will be resurveyed.  Some property boundaries in use date back to survey work done during the Japanese Imperial Administration, and the Tainan City Government wants to bring current technology to bear on the problem.  Representatives from the Tainan City Government met with residents on March 24 to discuss this process. 新營及柳營區地籍圖重測  3/24招開宣導會

1b. A stench was reported in Xinying, and after further investigation the source of the odor was found to be a fertilizer factory and adjacent farmland in the area.  Regulations mandate that fields covered in manure be covered to both limit the stench and prevent the spread of pests, and those responsible were not doing so.  Those responsible have since been ordered to comply with regulations. 台南大新營區入夜飄惡臭  環保局揪元凶告發 (1)

2. 鹽水區 Yanshui District

2a. A man parked his car and (most likely) shot himself in the head in Yanshui.  He was still breathing when first discovered, but was later pronounced dead at the hospital. 台南鹽水區驚傳槍擊案 !  男子停車場內自戕  緊急送醫不治身亡

2b. The Tainan City Government's Tourism Bureau hosted a seminar for those wishing to operate homestays in the area.  This seminar explained the local application process and other issues relevant to operating a homestay. 台南市政府 : 觀旅局開辦民宿申設說明會...

3. 柳營區 Liouying District

3a. A vote was held to name a dairy farming area in Liouying.  The winning name is "Baibao" (白寶 or "white baby"), which was deemed very pleasing to the ear. 柳營八翁白牛寶寶創意命名票選揭曉  白寶最高票數勝出 (2)

3b. For those wishing to view blossoming golden trumpet trees, Liouying has many areas in which to do so. 賞黃花風鈴木  柳營有15處秘境

4. 後壁區 Houbi District

4a. An urban development plan for Houbi District is under review by the Tainan City Government.  If the plan is approved some land in the area will be rezoned. 後壁都計第四次通檢第一階段主要計畫發布實施

4b. It's melon season in Houbi, and farmers convened a market in which to sell locally grown melons and melon-related products. 後壁洋香瓜好時節  活動登場 (3)

5. 白河區 Baihe District

5a. The cotton trees in Baihe were blooming up until last week, and many tourists visited a local tree-lined boulevard to view the flowers. 2023台南白河木棉花季3/11-3/26...

5b. Uh... OK.  Guandzeling Hot Spring Area in Baihe was ranked alongside Yangmingshan, Beitou and Sichongxi hot springs as one of the "big four" hot spring areas in Taiwan. 關子嶺溫泉名列台灣4大溫泉區 (4)

6. 東山區 Dongshan District

6a. The Tainan City Government invites you to travel Highway 175, a.k.a. "the Coffee Highway," through the remote eastern half of Dongshan District.  This highway offers you the chance to view local coffee plantations and geographical features. 東山175咖啡公路輕旅行  , 帶你探尋淺山之美 (5)

6b. A coffee "competition" (more of an opportunity for local farmers to gather and share their expertise) was also held in Dongshan. 東山咖啡莊園交流賽 激盪新風味

7. 佳里區 Jiali District

7a. The Jiali Police Bureau will be implementing special traffic control measures during the upcoming Ching Ming Festival weekend. 清明節連假車潮恐湧入  佳里警建議用路人這樣避免壅塞

7b. The Jiali District Office and the local fire brigade held a press conference to emphasize the necessity of fire prevention during the Ching Ming Festival holiday.  People often clear brush from graves by lighting fires, and these fires can quickly get out of control, damaging large swaths of property and endangering lives.  The lack of rain in recent months is exacerbating this problem. 佳里區公所聯合消防分隊公墓防火宣導  呼籲民眾遵守掃墓四不二記得原則 (6)

8. 學甲區 Shuejia District

8a. The local government is building a water pumping station in Shuejia to deal with flooding in that area.  It's relatively flat and heavy rains can quickly create flood conditions. 解決積淹水  學甲M幹線抽水站動土

9. 北門區 Beimen District

9a. The chief of the Beimen District Office recently visited the homes of residents to discuss disaster-prevention measures and evacuation procedures. 北門區長帶頭防災 親訪保全戶 (7)

9b. Beimen Elementary School's new central kitchen has commenced operation.  The building resembles a... whale? 北門國小央廚啟用  造型鯨艷

10. 將軍區 Jiangjun District

10a. Many residents of Jiangjun took part in a carrot picking activity.  Local cotton (kapok) trees were supposed to be flowering at the time, but that didn't happen. 紅蘿蔔木棉相逢  將軍親子同樂

10b. The Jiangjun District Office is also working to spread awareness of fire safety in advance of Ching Ming Festival. 將軍區公所  消防局攜手辦理 "公墓火災搶救演練"

11. 七股區 Qigu District

11a. Several model students from Qigu and surrounding areas were given awards as part of the "2023 Qigu Model Student Commendations" ceremony held at Qigu Elementary School.  An oil painting exhibition was held at the same time. 七股區公所表揚模範兒童  邀學童欣賞藝遊七股油畫展

11b. Improvements to roads near fish ponds and canals in both Qigu and Beimen have been completed. 改善漁業環境  北門 , 七股養殖生產區改善完工

12. 西港區 Xigang District

12a. Whoever's in charge of the Tainan City Tourism Bureau sure seems to pin their hopes on flowering trees.  For what it's worth the cassia trees in Xigang are blooming. 西港金砂花旗木怒放  浪漫粉紅春遊趣

13. 麻豆區 Madou District

13a. A line of pomelo-related products made in Madou is selling well.  Pomelo is an important crop in Madou, and the local farmer's association is processing the pomelo into everything from sauce to cleaning products. 麻豆柚子系列商品  年銷破3千萬 (9)

13b. This line of pomelo-related products was released in conjunction with pomelo season, which began this month. 春分時節飄花香  麻豆柚花季3月12日開幕

14. 官田區 Guantian District

14a. The Shrsheng Sustainable Farm in Guantian is regarded by many as a prime example of organic farming done right.  This article, complete with pictures, discusses why this farm is special. 美得很專業 !  從神農獎到農企業 , 台南官田 "時生永續農場" 讓年輕人留下來

14b. A new dormitory was opened at Longtian Elementary School. 台南官田區隆田國小校舍教室拆除重建  今天校慶落成

15. 六甲區 Lioujia District

15a. There was a fire in (a very oddly shaped) house in Lioujia.  Firefighters extinguished the blaze without any injuries. 台南六甲區民宅傳火警  消防人員全力滅火

15b. A new taxi service provided for the use of residents in remote areas has begun operation in Lioujia. 台南小黃公車首度開進六甲區  開通二路線深入山區聚落便利公共運輸

16. 大內區 Danei District

16a. A farmer's market was recently held in Danei.  Vendors there were selling a variety of goods either grown or produced in the area. 大內小農創意市集推在地產業

16b. The Danei District Office is taking a survey of district residents as a way of improving local governmental support for the elderly.  Danei has a higher than average proportion of elderly residents. 尋找第一屆大內國中畢業生

17. 下營區 Xiaying District

17a. The Xiaying District Office, in association with the Huashan Foundation, gave seedlings to residents in exchange for receipts. 南市下營區公所舉辦植樹月發票換樹苗活動  挹注華山天使站做公益 (8)

17b. A local fisherman caught a fish weighing 60 kg in Xinying's Wuchengen Park.  A tow truck had to be used to bring the fish ashore. 台南武承恩公園水池撈出60台斤大魚  出動吊車吊上岸

Xinhua District, Tainan City 台南市新化區

1. Foul odors can be a downside to living in the country.  This is as true in Taiwan as it is anywhere else.  One thing I DON'T miss about Fangliao is the occasional stench from mango orchards.  You'd think such orchards would smell good, and they sometimes do, but local farmers use rotting meat to attract insects which pollinate the trees, and the fruit they don't harvest ends up rotting in the fields.

2. There's a "cow" implied in the new name, so really it's "white cow baby" or "white calf."

3. Several types of melons are grown in the area.  The 洋香瓜 used in the title is a generic term encompassing several varieties of melon.

4. Is the rest of this article missing?  Yahoo! cites The Central News Agency as its source, but no explanation of these rankings are given.  I've been to all four of those hot spring areas, and I would rank them all behind several hot spring areas on the east coast.

5. I've never been, but it's probably a very pretty area.  It's not far from the Dzengwen Reservoir in Jiayi County.

6. It's a problem where I live too.  People light fires in cemeteries, think these fires are either extinguished or that they'll safely burn themselves out, and then leave.  The cemetery just south of where I live caught fire last month, and was linked to the death of a local firefighter.  Another cemetery north of me in Checheng Township also caught fire, resulting in the loss of dozens of trees.

7. I'm not that familiar with the area, but Beimen is on the coast.  I'm guessing the biggest problem in that area is flooding.

8. In case you're reading this outside Taiwan, the receipts from any (taxable) purchase can be used in the national receipt lottery, and thus offer a chance to win substantial amounts of money.  Many charities collect these receipts and use the money for those in need.

9. Time to get botanical!  According to Wikipedia, grapefruit is a citrus hybrid which was originally an accidental cross between the sweet orange and the pomelo, although in the past the grapefruit was also referred to as "the pomelo."  If you get confused (as I often do), just remember that grapefruit is red/orange and pomelo is yellow/green.

1a. The Xinying Elderly Welfare Activity Center and the Xingye Village Activity Center have been opened.  Tainan City Mayor Huang Wei-zhe was on hand for the opening. 新營區老人文康活動中心及興業里活動中心落成啟用 ....

1b. The Zhenwu Temple in Xinying was recently renovated, and many temple activities were held to mark the occasion. 台南新營真武殿慶廟體重修落成  連3天新營全區祈安繞境 (1)

2. 鹽水區 Yanshui District

2a. The Tainan City Government disbursed a 65.7 million NT subsidy to the Yanshui District Office to improve roads as part of an infrastructure development project.  The Tainan City Mayor was on hand for this as well, and he also visited a local temple to pray for the success of the project. 鹽水區獲前瞻計畫核定補助6570萬元....

2b. The Yanshui District Office is promoting local tours of the area.  Yanshui has its share of history, and if you're the kind of person who finds old temples, homes and other buildings interesting you might give it a look.  鹽水區公所社造計畫推出小旅行體驗  厚植導覽能量力推觀光

3. 柳營區 Liouying District

3a. The Liouying District Office joined with local police departments, fire departments and public schools to conduct an earthquake safety drill.  As those living here undoubtedly know, such drills have been conducted nationwide following the recent earthquake in north Taitung and south Hualien counties. 柳營區公所結合警消學校辦理地震自衛消防編組演練  強化地震自救能力 (3)

3b. The Taikang Organic Farm is hosting a "nighttime walk through the garden and feast" for the benefit of older residents and their family members who want to get in touch with nature. 柳營太康有機農場辦樂夜漫步田園饗宴  邀長者與親子親近土地體驗慢生活

4. 後壁區 Houbi District

4a. A farm adjacent to Houbi Old Street has been turned into a mosaic for the purpose of attracting tourists. 雙十連假新景點 !  台南後壁有 "貓貓蟲咖波" 彩繪田  順菁寮老街

4b. Work on storm drains has been completed, and the Tainan City Mayor recently visited to inspect the results.  This area is very flat and flooding has been a problem. 後壁菁寮排水工程  平安通過強降雨考驗

5. 白河區 Baihe District

5a. Police in Baihe are cracking down on speeding.  People driving through the area too fast have caused several deaths. 提升見警率  台南白河區重大死亡交通事故幅減少5成

5b. An association in Baihe held a cultural exchange activity.  It was hoped that the activity, which featured events such as an exotic clothing show and the sharing of ethnic foods, would help immigrants from countries such as Vietnam and Indonesia feel more at home.  With recent COVID-19 restrictions these immigrants have been unable to return to their home countries to visit friends and family there. 白河公所心蓮新新住民親子同樂會

6. 東山區 Dongshan District

6a. The Dongshan District Office recently held an activity in which students baked food to be delivered to elderly people living alone. 關懷獨居老人  東山區公所啟動重陽關懷食農送暖計畫

6b. October 1 was International Coffee Day.  An activity to mark the occasion and also to discuss how to develop the local market for coffee beans was held on the same date. 10/1國際咖啡日  台南東山產地認證交流 

7. 佳里區 Jiali District

7a. A shopping festival/open air market was held in Jiali last month as a way of stimulating the local economy.  Participants had the chance to win a scooter. 拚經濟 !  台南佳里購物節周六登場  最大獎機車帶回家

7b. In honor of Chongyang Festival, the Jiali District Office recently visited the homes of residents over 100 years old and awarded them gifts and money. 歡慶重陽節  佳里區公所結合議員慰訪百歲人瑞

8. 學甲區 Shuejia District

8a. The Shuejia District Office has created several "player's villages" which will accommodate visiting participants in a local volleyball competition. 華宗盃開打  學甲公所設13處選手村 (4)

8b. The Shuejia Milkfish Festival was held in the area.  Shuejia and other parts of Tainan have a long history of fish farming. 學甲虱目魚節  市集又吃又有拿 (5)

9. 北門區 Beimen District

9a. The Milkfish Culture Festival will also be held in Beimen, which makes sense because Shuejia and Beimen districts are right next to each other.  The Beimen activity is a little bit "fancier" in that you have to sign up for it first. 好康報你知 !  台南北門虱目魚文化季贈品豐富  開放預約

9b. Police officers recently visited Beimen Junior High School to educate the students on the dangers of drug use. 南警犯罪預防宣導團前進北門區北門國中及歸仁區沙崙國中擔任該校毒品防制講座

10. 將軍區 Jiangjun District

10a. A 60 year old man was crushed by a bulldozer.  He was found at the scene by a friend, and no witnesses have been found.  It's likely that the bulldozer was parked on shifting gravel that gave way while the man was outside the vehicle. 台南離奇命案  6旬男疑遭推土機壓住下半身無法脫困死亡

11. 七股區 Qigu District

11a.The Qigu District Office also helped several 100+ year old residents celebrate their birthdays. 七股公所祝賀8位百歲人瑞

11b. A private solar panel company has applied to place solar panels over a large body of water in Qigu, but local fish farmers and environmental activists are protesting the proposed development.  The fish farmers use the lake/canal for agricultural purposes, and environmental activists are unhappy with the underhanded way in which these solar panel developments are approved by local governments.  The Tainan City Government will come to a decision on the application within a week. 七股大潮溝種電藍綠怒轟  是否撤案市府一周內決定

12. 西港區 Xigang District

12a. Many lined up at Xigang's Central Park to take part in a local market.  Locally produced goods were sold and coupons for use at the market were given away. 台南西港悠活去  中央公園熱鬧登場

12b. An elderly man fell off his bicycle and was assisted home by police officers. 暖警伸援不知所措老翁  民眾按讚

13. 麻豆區 Madou District

13a. Many pomelo farmers in Madou are having difficulty finding a market for their crops after a Mainland Chinese ban on the import of such fruit from Taiwan.  The Madou District Farmer's Association recently bought back some of the pomelos grown in the area. 選戰最前線 / 台南文旦滯銷  選情像進冷凍庫 (6)

13b. Beishrli in Madou flooded recently.  The Tainan City Government has invested in an improved drainage project to address the situation. 麻豆北勢里易淹水  斥資830萬拓寬水路

14. 官田區 Guantian District

14a. The Guantian Water Chestnut Festival will be held next weekend.  Everyone is invited to come and sample this year's water chestnut crop. 官田菱角進入盛產期  2022年官田菱角節即將登場

14b. 17. 下營區 Xiaying District

1. I feel kind of sorry for the horses they were leading through the temple procession.  I doubt they enjoyed the firecrackers.

3. 近年地震災害不斷 or "in recent years disastrous earthquakes have been unceasing."  Honestly, who writes this stuff?  I get that it's Yahoo News, but that statement just isn't accurate.  Yes, we have earthquakes, but it's not like we're living in a disaster movie.

4. When I think about it, I should probably be spelling 學甲 as "Xuejia" for the sake of consistency, but I've been spelling it "Shuejia" for so long it feels weird to do otherwise.

5. This long history is sometimes to their detriment.  The use of fish ponds lowers the level of the surrounding land, leaving it very vulnerable to flooding.  Drive up the Western Coastal Expressway (#61) after a typhoon and you'll see what I mean.

6. Is this a sound economic policy?  Does it really pay off in the long term?  Does it force farmers to rethink what kind of crops they grow, and the potential markets for these crops?  I would have to know how often and under what circumstances this policy is implemented.  Seems like they do it a lot.
